Wear some special clothes, and finishing the race, maybe?
if you know what you're looking at, its easy to read, (not many people can) but it says to wear just a snowboard (any of the 2 from the catalog or the 3rd that will be available at the party) and dance to do the snowboard action in either the town, plaza, ski village, or any of the party rooms. hope this helped

Information about new stamp and party:
* The stamp will be called Snowboarder
* The party will end on September 2nd
* There will be a new Snowboard free item with an ID of 3085.
* The Town, Plaza and Ski Village will be decorated, and there will be at least 10 party rooms.
* The Stamp ID will be 440.

I think I know how you will be able to get it. Each item in Club Penguin has a number, and 3083, 3084, and 3085 are the numbers for snowboarding items. So, to get the stamp, you must be wearing one of those three items. Also, the next line says you have to do a certain action. Also, each room is represented by a number, which is on the next line. Therefore, to get the stamp, you must be wearing certain clothes, doing a certain action, and be in certain rooms. I hope this helped.
P.S. Okay. Now that I look at the rest of the comments, I see that someone already told you this stuff. Oh well. I don't want to have to have typed this for nothing, so I going to submit it anyway.
