The Club Penguin Puffle Party will be here next week! And, I believe penguins will become puffles!

Not only that, but penguins have become puffles before! Check out Mimo from the CPIP during the April Fools Party in 2008 when all penguins became green puffles:

mimo have you seen the puffle party comercial on disney channel? the person that was on it said there is a room where you can turn into your puffle during the puffle party.
on disney channel they said so! Members can become puffles, and penguins and puffles can can free matching hats! this is for ALL penguins!
