Actually I saw that too, I'm pretty sure it was just people using their special moves to change the weather. That's an update they added a couple months ago.

The only two options you have is to buy membership or buy a toy from the shops. When you buy the toy enter the code onto the website and you can choose 2 member items for free. You get them whether you're non-member or member. Plus since CP is being generous at the moment you can get free clothes at parties. Hope this helps ;)
