Thats not actually all true. Many rare penguins go on every day. It just means that they are famous and go on in secret. Take mimo for an example. He gos on but you rarly see him because you don't know what server he gos. You can be rare for many different things

Today, everyone was crazy on CP! MOST of servers' coffee shop were FULL! And I tried to log into portuguese or french servers but they were the same thing, FULL! I think this party is really rare!
