Well, there isn't a code.
Once you have the game, play some games, earn coins, and upload them to your penguin account (you need wi-fi of course). Then, it will register that you have elite force and you'll be able to go in.

It's not neccessary to ask to become a CPG MOD. You have to train at it. Here are the rules.
1. Answer people's questions properly.
2. Be nice to people.
3. Congratulate new CPG Mods or contest winners to move up your status.
4. Keep your answers short.
5. If you use any bad profanity or vile language, That'll ruin your chances of becoming a moderator.
6. Spread goodness and joy around Club Penguin Gang! :-)

1. Congradtuate Winners of Contests
2. Answer questions correctly (like I am)
