I noticed a major problem with this. You said we could buy the Yellow Puffle, but at the end of the gift card period, we would lose our members-only things! I checked on clubpenguin.com, and it said when you cancel your membership, all your members-only stuff goes into storage until you renew it! So while I think you're being really generous, are you sure it'll work?

i think it should NOT be by random drawing, it would not be fair. do a contest of some sort, a word puzzle or something.
to give the card, u can have ppl change their password, give you the new password and their username, then u just install the gift card and the winner changes the password again so u cant enter again, this way it'll be safer.
u can do a writing contest bout why u should have the gift card, or really hard CP questions. hope it helps!!

Well I think, since this thing is big, that it should be a contest of some sort. That I still have to get around to, but I do think that you should quiz each individual and think which one is more deserving. That's my opinion, hope it helps!
