The Club Penguin Gang is Mimo and his family. You can become a Mod for Mimo though. It really helps him out. You can read the rules for becoming a Mod on the right side of the page where it says, "Be a Club Penguin Gang Mod!" In time if you're good, he will add your name with the other awesome mods!
