I have seen that to. I am not sure but I know that club Penguin updates the servers at about 9:00 to 9:45 PST and it takes a while for the new stuff to come up. There so other things that can happen when they CP team is updating. I have seen there be no water for the boat to go on so its just running over the island! :)
